Initial cost is the total cost of building a stage of the spacecraft. For low performance craft, the structure cost and labor cost are similar. For high performance craft, the structure cost is by far the largest component of the initial cost. Given initial labor cost and initial structure cost, the initial cost is calculated.

Initial cost = initial labor + initial structure
