Orbital payload is defined as the mass of the payload plus the mass of the remaining fuel when the spacecraft reaches orbital velocity. Orbital payload is calculated using the fuel portion, empty mass and payload mass. Orbital payload is in turn used to calculate the orbital cost.

Orbital payload = fuel * empty mass + payload mass

Orbital cost = total launch cost / orbital payload
 

This is used in spacecraft cost.
